The Philadelphia Worker Relief Fund was established with the critical support and advocacy of the National Domestic Workers Alliance and the Coalition to Respect Every Worker, a coalition of worker-focused organizations composed of legal aid groups, non-profits, and labor unions. The Philadelphia Worker Relief Fund provides emergency direct cash assistance to workers and families impacted by COVID-19 who were left out of all federal and state relief. The goal of the cash assistance is to improve the economic security, health, and safety of more Philadelphia families.

Those who were unable to access federal and state relief include essential workers on the front lines of the pandemic—domestic workers, farmworkers, home health aides, and food delivery workers. These workers are critical to the recovery of our city, yet have been carved out of government relief programs.

Overview

1. What is the Philadelphia Worker Relief Fund?
The Philadelphia Worker Relief Fund provides emergency direct cash assistance to workers and families impacted by COVID-19 who were left out of all federal and state relief.

2. How will the funds be used?
The funds raised will go towards direct cash assistance to support eligible workers and families. This emergency relief is to be used for expenses incurred as a result of the COVID-19 coronavirus pandemic due to impact(s) on health or employment.Once applications are approved, applicants can access their relief payment in the form of a prepaid debit card. The cards can be used just like a credit card to buy necessities online or in person, wherever credit cards are accepted. Due to limited funds available, not all applicants will not receive payment.

3. How much money will the Philadelphia Worker Relief Fund raise? How many families will receive relief support?
The goal of the Philadelphia Worker Relief Fund is to raise $3 million in order to provide a one-time direct cash payment of $800 to 3,570 families. The Fund has already received $1.725 million in philanthropic funding commitments, including support from the Open Society Foundations, the Albert and Mary Douty Foundation, and the William Penn Foundation.

4.How will the funds be distributed?
The Mayor’s Fund will house all funds raised and distribute funds to 14 community-based organizations (CBOs) across Philadelphia through Alia, an online benefits platform. Alia will contract with both the Mayor’s Fund and the participating CBOs to provide applications and codes to eligible individuals.Individuals apply for funding using the Alia Cares online application after receiving their code from a community based organization. Alia Cares will run fraud checks and approve applications. Approved applications are then processed, and applicants will receive $800 on prepaid Mastercard gift cards within two or three weeks of submitting their application.

5. Who are the 14 community-based organizations chosen to distribute the funds?
The Mayor’s Fund will partner with 14 community-based organizations to connect to individuals who are not eligible for other federal and state assistance programs. These trusted organizations are located in communities across the city and serve diverse populations. The full list of CBOs represents diversity in countries of origin, languages spoken, and geographic areas of the city; the organizations will help reach populations that are often difficult to reach. This partnership also helps build the relationship between CBOs and the Mayor’s Office of Labor for longer-term engagement on workers’ rights and other issues.

6. Will this emergency cash assistance be considered taxable income for applicants?
No. This Worker Relief Fund is an emergency fund set up to provide one-time assistance to workers impacted by COVID-19. It is considered disaster relief and a charitable gift to those who receive the $800 debit card, not income.

Eligibility and Application Process

1. Who is eligible for the funds?
The Philadelphia Worker Relief Fund aims to serve 3,570 applicants who meet the following requirements:

  • You are 18 years or older.
  • Your health or employment status was impacted by COVID-19.
  • You live or work in the city of Philadelphia.
  • You are the only person in your immediate family in the same household that will apply for the Philadelphia Worker Relief Fund. An immediate family includes parents, life partners, children, grandchildren, and grandparents.
  • You will not receive a stimulus check from the federal government. 
    And either,
  • You have applied for—and were denied—federal or state relief, such as Unemployment Compensation or
  • You are not eligible to apply for federal or state relief.

2. If one of my family members is eligible for federal or state relief, can I still apply to the Philadelphia Worker Relief Fund?
Yes. If your family member(s) is/are eligible or are currently receiving federal or state relief, you are still eligible to apply for the Philadelphia Worker Relief Fund.

3. How are you protecting the Philadelphia Worker Relief Fund against fraud?
The Alia app verification process is designed to minimize fraudulent claims. This includes:

  • Cross checking phone and email addresses provided for recurring information.
  • Requiring applicants to sign sworn statements during the application process.
  • Monitoring for multiple disbursements to a single mailing address.

4. What is in place to protect information security? 
Alia Cares utilizes industry-leading protocols when it comes to the specific practices of data security as well as backup and recovery. Alia’s Data Security protocols are as follows:

  • Data encrypted at rest in their database
  • Data encrypted in transit between the applicant and Alia servers
  • After the program, Alia will delete recipients’ Street number, street name, and unit number (or equivalent) permanently from the database
  • After the program, Usio (the payment provider) will not retain data provided by Alia to Usio for a fund recipient (name, mailing address and amount) for more than 30 days after loading and mailing the prepaid debit card.
    • After the 30 day period, all data provided by Alia to Usio on a fund recipient will be updated and replaced with a generic value (e.g. “Valued Cardholder” as the name).

5. What is in place to protect against card theft?
Usio has a card replacement process for lost or stolen cards. The cardholder must notify Usio within two (2) business days after they learn of the loss or theft of their Card or Access Information.  Telephoning Usio support at 1-855-925-4626 is the best way to minimize possible losses. Recipients who call Alia Cares customer service to report lost or stolen cards will be connected to Usio to complete the replacement process.
