The City of Philadelphia Office of Worker Protections (OWP) is pleased to share the application for its Community Education and Outreach Fund which will offer over $16,000 in grants to up to 14 community organizations.

The goal of the Philadelphia Community Outreach and Education Fund is to provide funding to foster collaboration between the Office of Worker Protections and the community by providing valuable resources to trusted community-based organizations to develop awareness and understanding of worker rights.

Selected organizations will receive grant funding and will be required to deliver worker protection programming worker protection programming to the community/ demographic which it serves. The worker protection programming can include:

  • Receiving education on the City’s labor laws such as wage theft, paid sick leave, and COVID-19 health order retaliation. This will include 4 sessions of staff training.
  • Small business compliance supports programming education.
  • Coordinated outreach using Office of Worker Protection-related multilingual communications resources.
  • Administer and complete anonymous surveys for staff and community members.
  • Distributing Office of Worker Protection resources at community events and on-site and recruiting community partners to distribute resources.

The application opens on September 1st, 2022, and will remain open for 20 days until the application closes on September 20th, 2022. Once the application window closes a multi-stakeholder group comprised of various partners will review applications and select grantees through a formal review process based on specific criteria including,

  • Organization mission (this does not need to be specific about labor or employment)
  • The community served such as demographic, zip code, and household income
  • Size and make-up of the organization
  • Experience or history with the Office of Worker Protections
  • Relationship to communities most impacted by Office of Worker Protection labor laws.

The stakeholder committee will have a week to review and make recommendations for awarding applicant community organizations. OWP will announce the 14 awardees publicly on September 26th, 2022. Awarded applicants will be provided a  grant agreement outlining participation requirements and will be required to return signed grant agreements by September 30th, 2022.

The Mayor’s Fund for Philadelphia is serving as the fiscal sponsor for the Community Outreach and Education Fund, and will issue grant awards on behalf of the Office of Worker Protections.

Please note, that all organizations who are selected to participate in The Philadelphia Worker Protection Community Outreach and Education Fund will be expected to comply with all applicable laws with regard to the use of these funds. Grantee will not use any funds provided via this Agreement to attempt to influence legislation or the outcome of any specific election for candidates to public office.
